If an effect increases the cost of hiring workers, you still have to pay that cost increase. For example, if something increased the cost to hire workers by 1 for all players, you'd pay 1 to hire a worker, while players without Rich Earth would pay 2 to hire workers. — Sirlin, 03/04/16
